One of the barriers to government adoption of cloud computing is simply a matter of fuzzy definitions. Government IT officials might be confused by what constitues the cloud when offerings seem similar to other data management experiences. This lack of a solid definition creates problems for cloud adoption because when contractors present ideas to shift to the cloud, there is little way to determine how their provisions are different than past models with “cloud-like” elements.
